Multi-Tiered System of Support

MTSS (Multi-Tiered System of Supports) is a proactive model designed to address student needs early, enhancing overall performance by adjusting instruction as necessary. This approach focuses on identifying challenges before they escalate, using data-driven strategies to intervene promptly.

The process starts with teachers assessing student skills to pinpoint those who may need extra academic, behavioral, or social-emotional support. Based on these assessments, students receive targeted, research-based interventions tailored to their individual needs and abilities.

Student progress is tracked regularly. If additional support is required, the level of intervention is intensified and customized to ensure continued growth. The duration and depth of these supports vary depending on the student's response and progress.

Three Levels of Support
MTSS provides three tiers of support to meet varying student needs:

Tier 1 — Universal instruction on grade level essential standards
Tier 2 — Targeted group interventions on grade level essential standards
Tier 3 — Intensive individualized support on below grade level essential standards

At Tier 1, all students receive high-quality, evidence-based instruction aligned with grade-level standards and behavioral expectations. Universal screenings help identify students who may need further assistance, and ongoing formative assessments inform instructional adjustments.

Tier 2 focuses on students identified as at-risk through screenings. These students receive additional evidence-based interventions in small groups, addressing shared academic or behavioral challenges.

For students who do not show sufficient progress at Tier 2, Tier 3 provides individualized, intensive interventions. These supports are more personalized, targeted, and often extended over longer periods.

It’s essential to note that Tier 2 and Tier 3 interventions complement Tier 1 instruction, ensuring students continue to receive core learning experiences alongside additional support. This layered approach prevents gaps in foundational learning.

A Collaborative Approach
MTSS prioritizes early identification and timely interventions to help students succeed. By offering support within general education, MTSS reduces the need for special education referrals, while ensuring that students who require specialized services are identified efficiently.

This model thrives on collaboration. General education teachers are key players in assessing, planning, and delivering interventions—MTSS is not an isolated program but an integrated framework guiding daily instructional practices. Regular progress monitoring ensures interventions are effective, allowing the district to support all students with equity, quality, and care.
